Why no account changes the experience
An account is not just a form. It is a record that ties every conversation you have to an identity, kept on a server you do not control, usually joined to a social profile. In a product whose whole appeal is talking to someone who knows nothing about you, that is a strange thing to require first.
Roulettly creates an anonymous handle on your device and nothing else. There is no email to leak, no password to reuse, no profile to find. The cost of that choice is real and worth stating: without an account, your credits live on that device, and clearing your browser data loses them.
Moderation, as numbers
Five distinct people reporting the same account suspend it for 24 hours. Three distinct reports inside fifteen minutes do the same, because a burst of complaints in a short window is a stronger signal than the same count spread over a week. Nudity detection runs on your own device, on your own camera, and cuts your video before anything is sent.

Peer-to-peer, and the honest exception
A signalling server introduces two strangers. After that, video and audio travel straight from one device to the other, for every match by default.
One exception, stated rather than hidden: some networks make a direct connection impossible, a company firewall, a campus filter, a router doing symmetric NAT. The encrypted stream then passes through a relay that forwards it without being able to read it. Nothing is recorded in either case.
